Some operators quietly cut stake limits on customers who win consistently, while leaving full limits in place for customers who lose. When we find documented evidence of this, or of withdrawal delays used as a stalling tactic, we subtract 1.0 from every single category score. It applies once we have evidence, not on suspicion.
